real question about NO2

for Street Modified is nitrous illegal? I ask this because lookin at both the GRC and the SOLO rule books i could find no info on this subject

Nitrous is covered under the fuel rules of the Solo rules. In particular 3.6.B applies which limits oxygen and nitrogen bearing additives except when they are present in pump gas. So the short answer is no, nitrous isn't allowed.

Isn't there also a rule that prohibits all compressed gases?
