This can grow hair really quickly...I had heard years ago about racers in the Peoples' Republic of California being harassed in this way.
JandH also posted this on the Grassroots Motorsports forum and someone mentioned the NOT FOR HIRE magnetic signs for use when the rig is not being used for a commercial purpose.
