At the Organizational Meeting, rules changes to the Street Prepared Class and Safety Requirements were discussed and adopted. The updated PHA Supplemental Rules document has been posted to the website — see the PHA Supplemental Rules page under the Rules menu.

The safety requirement changes include a change to the seats allowed, so you need to take a look if you don’t already have a one-piece bucket-type race seat. Details on the SP and Safety Rules changes are below.

Another discussion at the meeting was on increasing track costs for our two events at Summit Point Motorsports Park, and also on how to increase participation at these events. One idea to increase participation was to make one of these these events a double points event. We also discussed Polish Mountain Hillclimb as a double points events.

We aren’t planning any changes this year, but two facebook polls have been set up to elicit feedback from a wider group of members than were at the meeting:

Rules Changes

Street Prepared: The SCCA National Street Prepared Solo class was restructured for 2023 as follows

Super Street Prepared (SSP): High Performance sports cars, AWD turbo sedans, highest performance muscle cars and foreign grand touring cars
A Street Prepared (ASP): Removed
B Street Prepared (BSP): Removed
C Street Prepared (CSP): Lower and medium powered 2 seat and 2+2 sports cars, and FWD cars
D Street Prepared (DSP): Heavier RWD sports sedans/coupes and FWD cars, medium performance 2-seater and 2+2 sports cars
E Street Prepared (ESP): Muscle cars and foreign grand touring cars.
F Street Prepared (FSP): FWD cars with some lower power RWD and AWD cars

Because this new structure does not necessarily make sense for hillclimbs, a motion was made and passed to freeze our Street Prepared (SP) classing as it was in 2022, and work toward creating our own (PHA) classing structure for the category to be implemented in 2024.

Safety: The SCCA National Hillclimb Rules were updated in three areas — seats, harness expiration, and roll bar/cage tubing sizes. The PHA Supplemental Rules have been updated accordingly to incorporate these changes.

To summarize:

One-piece, bucket-type race seats will be required. PHA will need to comply with this new rule. However, a request was made to inquire whether this applied to vintage and historic classes. The retention of strongly recommending a upper brace for non-FIA seats was approved.
Harnesses expiration was changed to highly recommended (from “not subject to”). This will not affect PHA. Our Supps require compliance with expiration dates.
Roll Bar / Cage tubing sizes eliminated the 1.00 x 0.060 for under 1,000 pound vehicles. It was also found that 0.080 tubing was different between under 2,700 and over 2,700 pound vehicles. The PHA tubing sizes will be brought in compliance with these items and reordered from lowest to highest vehicle weight (similar to the GCR and the National Hillclimb Rules).
