If I read the 2016 Hill Climb rules correctly the five year limited no longer applies to seat belts.
"SFI/FIA harnesses are not subject to a time constraint but shall be in good condition"
Yes or no?

The short answer is "no".
The PHA supps state that belts expire after 5 years. See 11.1.8.A of the PHA Supps. Yes, the PHA rule is more "restrictive" than the National Time Trial/Hillclimb Rules, but it's the same as for club racing, and PHA has no plans to change our rule as it's currently written.
