Jeremy is correct, the old rules required 2 officials as a minimum at hillclimbs (PDX and level 2 also required 1 extra person). I don't know much about belts and helmets regarding dates and degradation. That will be left to the experts. I won't say I am an expert but the helmet rule change is interesting but I would say it didn't require the larger change. I am surprised to see the rule relaxed back from the official policy...

We typically acknowledge licenses from known groups with comparable licensing processes and training. Some examples would be SVRA and NASA. I'm not familiar with Raceway, what type of instruction, observation/novice period, and physical is required? Also, is there a requirement to run so many events...

On the bright side if we can get our hills to be considered "hazardous road conditions" there is a real penalty to discourage the non-event people that ignore our barricades.
