If you mean an SCCA Novice Permit for club racing, the answer is yes, it is valid license for Time Trials. (So I have been told by the powers that be....I am in the situation).

I once (at least once) ran an event titled Pocono Hillclimb and there was a fairly hard right turn that crossed a short (but stone walled) bridge. Unfortunately I am no longer sure of the location.
