I have been researching this a bit more and found multiple reasons for an adobe file to act this way. Longer files have been indicated, some random scripting can cause issues. What version of Adobe Reader is installed on your PC? This is a standard Adobe pdf file format. I could open it from my phone, multiple PC's, different browsers, and did not have any failures. I can't duplicate the failure with this file.
When I open the file everything works fine.
I have tried different browsers and computers and have not had an issue.
Can one of you verify it is still a problem?
I could just re-load the file from the site?

Everyone please take a look at what I have now.
I made a bunch of top level menu items which kinda messes with our logo, but I can fix that.
This mode kind of defeats having pull down menus, but let me know if this accomplishes what everyone wants?
Are things easier to find?
